PSCO會(huì)開(kāi)具什么類型的壓載水缺陷

自9月8日壓載水公約生效以來(lái),根據(jù)相關(guān)備忘錄發(fā)布的缺陷集,港口國(guó)檢查官開(kāi)具了一大批涉及壓載水公約的缺陷。主要集中在以下九個(gè)方面:

1、absence of an International Ballast Water Management Certificate(IBWMC)(壓載水管理證書不在船或缺失);

2、absence of a Ballast Water Management Plan(BWMP)(壓載水管理計(jì)劃不在船或缺失);

3、absence of a Ballast Water Record Book(BWRB)(壓載水排放記錄不在船或缺失);

4、indication that the ship or its equipment does not correspond substantially with the particulars of the IBWMC and BWMP(實(shí)際安裝的壓載水處理設(shè)備與壓載水管理計(jì)劃或壓載水證書上的不一致);

5、absence, serious deterioration or failure of proper operation of equipment required under the BWMP(壓載水管理計(jì)劃無(wú)操作程序);

6、the designated officers or crew are not familiar with essential ballast water management procedures including the operation of Ballast Water Management System(BWMS) and all associated BWMS equipment(主管船員不熟悉壓載水操作程序或設(shè)備等);

7、no ballast water management procedures have been implemented on board(船方未執(zhí)行壓載水操作程序);

8、no designated officer has been nominated(沒(méi)有指定操作人員);

9、the ship has not complied with the BWMP for management and treatment of ballast water(船上未按照壓載水管理計(jì)劃的要求處理壓載水);

10、ballast water has been discharged other than in accordance with the regulations of the BWM Convention (regulation A-2)(壓載水未按照壓載水公約A-2的要求處理壓載水).

缺陷很多,不一一列舉。美國(guó)、俄羅斯、日本發(fā)現(xiàn)的缺陷較多,中國(guó)由于沒(méi)有加入壓載水公約檢查相對(duì)薄弱。從缺陷分析壓載水相關(guān)的缺陷有不少是開(kāi)了體系缺陷或設(shè)備操作缺陷,這個(gè)需引起重視。盡管中國(guó)未加入壓載水公約,SMS中如果有相關(guān)的操作,中國(guó)PSCO一樣可以核查,一樣可以開(kāi)具缺陷。壓載水公約來(lái)了,預(yù)計(jì)涉及壓載水類的缺陷將會(huì)集中出現(xiàn),提醒相關(guān)方注意。
