自9月8日壓載水公約生效以來(lái)，根據(jù)相關(guān)備忘錄發(fā)布的缺陷集，港口國(guó)檢查官開(kāi)具了一大批涉及壓載水公約的缺陷。主要集中在以下九個(gè)方面：

1、absence of an International Ballast Water Management Certificate(IBWMC)（壓載水管理證書不在船或缺失）;

2、absence of a Ballast Water Management Plan(BWMP)（壓載水管理計(jì)劃不在船或缺失）;

3、absence of a Ballast Water Record Book(BWRB)（壓載水排放記錄不在船或缺失）;

4、indication that the ship or its equipment does not correspond substantially with the particulars of the IBWMC and BWMP（實(shí)際安裝的壓載水處理設(shè)備與壓載水管理計(jì)劃或壓載水證書上的不一致）;

5、absence, serious deterioration or failure of proper operation of equipment required under the BWMP（壓載水管理計(jì)劃無(wú)操作程序）;

6、the designated officers or crew are not familiar with essential ballast water management procedures including the operation of Ballast Water Management System(BWMS) and all associated BWMS equipment（主管船員不熟悉壓載水操作程序或設(shè)備等）;

7、no ballast water management procedures have been implemented on board（船方未執(zhí)行壓載水操作程序）;

8、no designated officer has been nominated（沒(méi)有指定操作人員）;

9、the ship has not complied with the BWMP for management and treatment of ballast water（船上未按照壓載水管理計(jì)劃的要求處理壓載水）;

10、ballast water has been discharged other than in accordance with the regulations of the BWM Convention (regulation A-2)（壓載水未按照壓載水公約A-2的要求處理壓載水）.
