盡管《壓載水公約》在強力推進中，老編竊以為《壓載水公約》是個扯犢子的公約，實質(zhì)上也就是商家為了賣設(shè)備，環(huán)保會閑著沒事折騰折騰船東和船員。地球的海水是流動的，且不說洋流的影響，從1840年大航海時代，到現(xiàn)在接近200年的時間里，各種船舶壓載水不知道交換了多少茬，各種生物該交換的早交換了，現(xiàn)在禁止有必要么？ 抱怨規(guī)抱怨，在航運業(yè)食物鏈中，制定規(guī)則的最牛逼，船東是弱勢群體，設(shè)備改裝還得裝。在船舶食物鏈中，船員是弱勢群體，壓載水設(shè)備該用還得用，記錄簿該記還得記。 可不，記錯了還會被罰款……（復(fù)習(xí)：PSCO：壓載水開始罰款了！） 本期延續(xù)記錄系列，老編跟大家嘮嘮壓在誰記錄薄如何記錄。 法定記錄復(fù)習(xí): 公約要求位于《壓載水公約》附則的第B-2條 壓載水記錄簿（有的朋友問老編公約正文和附則有啥區(qū)別，一般公約正文是約定怎么加入、怎么退出、怎么生效，對大多數(shù)人沒啥用，附則是具體技術(shù)細節(jié)，更有用） 1. 每一船舶均應(yīng)在船上備有至少載有附錄II 規(guī)定信息的壓載水記錄簿。 2 壓載水記錄簿的記錄事項應(yīng)在完成最后一項記錄后保留在船上至少兩年;此后應(yīng)在至少三年的期限內(nèi)由公司控制。 3 在按第 A-3、A-4 或 B-3.6 條排放壓載水時，或在發(fā)生本公約未以其他方式予以免除的壓載水的其他意外或異常排放時，應(yīng)在壓載水記錄簿中作出記錄，說明排放的情況和理由。 4 壓載水記錄簿應(yīng)在所有合理時間隨時可供檢查;對于被拖帶的無人船舶，可放在拖船上保存。 5 每一壓載水作業(yè)均應(yīng)及時在壓載水記錄簿中作出完整記錄。每一記錄均應(yīng)由負責(zé)有關(guān)作業(yè)的高級船員簽字，每一被填寫頁均應(yīng)由船長簽字。壓載水記錄簿中的記錄事項應(yīng)以該船的工作語言填寫。如果該語言不是英文、法文或西班牙文，則該記錄事項應(yīng)載有其中一種語言的譯文。 從上面公約要求看，壓載水的記錄要按照附錄II的格式來。

2. 壓載水記錄簿記錄格式不符合要求
3. 壓載水記錄簿記錄不完整。
4. 記錄內(nèi)容不規(guī)范
5. 壓載水記錄簿缺失 6. 壓載水記錄簿沒有包含英文、法文或西班牙文中的一種 7. 壓載水沒有在允許的地方置換 8. 缺少船長和相關(guān)負責(zé)的高級船員的簽名 9. 壓載水記錄簿顯示操作不符合要求（例如：少于3倍壓載水艙）
01 壓載水記錄簿不在船 描述如下： Ballast water record book not available on board. Ballast water record book - missing. The ship's ballast water record book was unable to be presented for PSC's verification. Ballast water record book is not provided. Ballast record book not showed. 02 記錄簿格式不符合要求 描述如下： Ship's existing ballast water handling log content not as per appendix II of ballast water management convention. Form of BWRB not in compliance with BWM. Contents of ship's existing ballast handling log book not as per appendix II of ballast management convention. BWRB on board not comply with official form (BW convention appendix 2). Ballast water record book was not maintained in accordance with BWM convention appendix II. 03 記錄語言未包括英、法或西班牙文的一種 描述如下： Ballast water records not written in English. Not written in English ,french or spanish. Ballast water record book - not recorded working language. All entries not contained a translation into English. Not recorded well (no translation in English recoreded enough). 04 未按要求置換壓載水，但未記錄原因 描述如下： The reasons without exchanging ballast water has not been recorded in the ballast water record book. The reason why ballast water exchange was not done in accordance with ballast water management convention Reg.b-4.1 was not recorded properly at all. Reason why ballast water exchange was not carried out has not been entered in ballast water record book. Inspite of ballast water exchange has not been conducted in accordance with ballast water manegement convention annex Reg b-4 paragraph 1, that reason has not been entered in the ballast water record book. not entered the reason 'why ballast water exchange did not do' e.g. voyage No.007 23-02-2018. 05 缺簽名 描述如下： Signature of ship master in ballast water record book - missing. Each completed page on ballast water record book not signed by the master. The master does not sign each page of ballast water record book. not signed each entry by the officer in charge of operation. not signed by C/O. 06 未記錄時間、位置、水深、壓載水容積等信息 描述如下： Ship's ballast handling log book content not as required (i.e. depth of water missing). not recorded properly about port or lat/long, depth, volume etc. not recorded correctly (water depth of ballast water uptake place out side port is not recorded), not recorded properly (depth and cubic meters). not recorded properly (time, location, depth, signature etc.). 07 相關(guān)操作未記錄 描述如下： Record of ballast water operations has not been recorded since 14th feb., 2018. On the ballast water record book, the ballast water exchange operation was not recorded. Crew can not shows the every ballast operation record. ballast water record book is not recorded adequately. not recorded ballast water discharge. exchange operation for all ballast tanks was not recorded at all. 08 記錄不正確 描述如下： Entry on ballast water management record book incorrect. BWRB not recorded properly as require BWM convention. not filled in properly as per ballast water management plan. not recorded properly (column for BW exchange was entered wrongly). not recorded well in spite of exchanging ballast water (according to her stability information and ballast water sounding log). 其實記錄也簡單，總結(jié)起來兩步驟 第一步：確定怎么處理的壓載水，對照選擇3.1-3.5，壓入3.1，排海3.3，循環(huán)內(nèi)部操作以及設(shè)備處理3.2，岸接收3.4，意外3.5 第二步：詳細記錄每一項（按照上面附錄內(nèi)容），如：3.1.1記錄位置信息，3.1.2記錄處理量， 3.1.3簽名
另外，需要注意： 已安裝壓載水處理系統(tǒng)（BWTS）的船舶，應(yīng)加強設(shè)備的維護管理， BWTS發(fā)生故障且船上無法修復(fù)時，應(yīng)報告船舶管理中心，及時獲得岸基支持，船舶還應(yīng)按船舶管理中心的指導(dǎo)報告港口國，報告內(nèi)容包括系統(tǒng)或其部件的任何故障、不可修復(fù)或重復(fù)發(fā)生的損壞、頻繁發(fā)生的異常運行狀況、其他可能導(dǎo)致BWTS處理效率降低的情況等，以一事一議的方式由船舶和港口國協(xié)商確定應(yīng)急措施。在緊急情況下若不經(jīng)BWTS進行壓載水吸入或排放，必須在《壓載水記錄簿》中做好相應(yīng)記錄。 當(dāng)然這個壓載水記錄薄存在一些讓人糾結(jié)的問題，比如下面幾個： 1.當(dāng)船舶使用D1方式處理壓載水時，可以使用置換、溢流和稀釋三種方式，理論上這三種方式都是排海的，建議記錄為3.3。 2.當(dāng)船舶使用D2方式處理壓載水時，壓載水也是排海的，但是屬于對壓載水的處理，建議記錄為3.2. 3.當(dāng)船舶內(nèi)循環(huán)調(diào)撥壓載水時，建議記錄為3.2。 4.壓載水沉淀物是應(yīng)該記錄為垃圾還是其他事項？ 其實壓載水沉積物在公約和國內(nèi)管理規(guī)定都是要求排岸接收，船長可以查看下自己船的壓載水管理計劃，看下上面怎么要求，按照計劃來，絕對沒錯。 一般沉積物的接收作業(yè)不作為垃圾記錄，應(yīng)記錄在壓載水記錄薄的3.4項，接收單證應(yīng)與壓載水記錄簿一并保存。 上海局作為海事局里的扛把子給了參考答案，下面是藍盾安檢做的15個實例，包括大多數(shù)情況，大家可以按圖索驥。 壓載水記錄簿記錄范本：
