Emergency fire pump- delivering sufficient pressure, when ship is in ballast condition. (Vacuum pump where fitted working.) 應(yīng)急消防泵-輸出足夠壓力。(裝有真空泵的確保正常工作) 2. Emergency generator tested with primary & secondary starting device and simulated start. (See instructions on how to carry out the test attached below this checklist.) 用主要的和次要的啟動(dòng)裝置和模擬啟動(dòng)對(duì)應(yīng)急發(fā)電機(jī)進(jìn)行測(cè)試。 一套備用電池必須始終可供應(yīng)急發(fā)電機(jī)啟動(dòng)。 If emergency generator start by compressed air only (one is from main air reservoir in engine room and another one is from emergency air reservoir in E/generator compartment) pls ensure emergency air reservoir is full ,without leakage from drain cock. 如果應(yīng)急發(fā)電機(jī)啟動(dòng)只是用機(jī)艙間主空氣瓶和應(yīng)急發(fā)電機(jī)間應(yīng)急空氣瓶,請(qǐng)確保應(yīng)急空氣瓶是滿的,同時(shí)氣瓶放殘伐能可靠關(guān)閉。 3. Dedicated rescue boat engine tested with water in drum. (Cooling water return to be sighted) 專用救助艇發(fā)動(dòng)機(jī)用大桶裝滿水進(jìn)行測(cè)試。(冷卻水返回待觀察) 4. All lifeboat engines tested with primary & secondary starting device. 所有救生艇發(fā)動(dòng)機(jī)用主要的和次要的啟動(dòng)裝置進(jìn)行測(cè)試。 5. Lifeboats properly secured. (Check locking device). For free fall lifeboats check reference- from office Message 10491921 Date: Fri 23/Oct/2020 救生艇妥善固定。(檢查鎖定裝置)。對(duì)于自由落體救生艇檢查參考-公司郵件10491921 日期:星期五2020年10月23日。 6. Dedicated rescue boat/life raft davit where fitted able to operate in main and emergency modes. All crew aware of operating same. 專用救助艇/救生筏吊艇架,可在主要和緊急模式下操作。所有船員知道如何操作。 7. Engine room Vent flaps / Fire Dampers closing properly. (To close till retaining bracket without human interference). Where possible check condition of flap. In good condition not wasted.) 機(jī)艙通風(fēng)口擋板/消防阻尼器關(guān)閉正常。(在不受人為干擾的情況下關(guān)閉直到保持支架)。在可能的情況下檢查擋板的狀況。狀態(tài)良好完整。 8. Engine room funnel flap operating as required and not wasted. (No light visible when closed) 機(jī)艙煙囪擋板按要求正常操作,狀態(tài)良好完整。(關(guān)閉時(shí)不可見(jiàn)光) 9. For vent flaps and funnel flaps where local and remote system fitted they can be operated satisfactorily by both systems. 對(duì)于安裝了本地和遠(yuǎn)程系統(tǒng)的通風(fēng)板和煙囪擋板,兩者都可以令人滿意地操作。 10. Fire Safety 消防安全 Check self-closing doors are closing fully, self-closing device functioning. 檢查自閉門是否完全關(guān)閉,自閉裝置是否能正常工作。 Fire doors must be closed. Should NOT have hold back hooks fitted. 防火門必須關(guān)閉。不應(yīng)安裝有固定的吊鉤。 Check the door between the steering gear and engine rooms is shut. MUST NOT be tied open, No Hooks and must not be secured in open position. 檢查舵機(jī)室與機(jī)艙之間的門是否已關(guān)閉。不得捆綁打開,無(wú)鉤子也不得固定在打開位置。 Fire door for galley and pantries to be closed. MUST NOT be tied open, No Hooks and must not be secured in open position. 廚房和食品儲(chǔ)藏室的防火門應(yīng)保持關(guān)閉。不得捆綁打開,無(wú)鉤子也不得固定在打開位置。 Check that fire doors, cable passages DO NOT have holes drilled and DO NOT have latches / hooks fitted that affect fire e integrity of bulkhead. 檢查防火門,電纜通道是否沒(méi)有鉆孔,也不得安裝影響防火艙壁防火完整性的閂鎖/掛鉤。 11. Emergency lighting inside accommodation and outside working properly. 生活區(qū)內(nèi)外應(yīng)急照明工作正常。 12. ENGINE Room Rounds- Prior testing machinery below to make a round of Engine Room and verify following-No oily rags around machinery. General housekeeping in Engine room good. No oil-soaked lagging. No containers/cans below machinery to collect leakage, No visible leaks from machinery, pumps, valve spindles, etc. No hold back on fire doors. No signs of leaks from pipelines (water, oil or steam). 機(jī)艙巡檢-測(cè)試以下機(jī)器前巡檢機(jī)艙并驗(yàn)證以下-機(jī)器周圍沒(méi)有油性抹布。機(jī)艙室內(nèi)管理良好。沒(méi)有油浸保溫套。機(jī)器下面沒(méi)有容器來(lái)收集漏油,沒(méi)有機(jī)器、泵、閥門主軸等的可見(jiàn)泄露。防火門上沒(méi)有固定開啟裝置。 無(wú)來(lái)自管道(水、油或蒸汽)的泄露跡象。 13. Emergency compressor working properly, and reserve air bottle topped off. 應(yīng)急壓縮機(jī)工作正常,儲(chǔ)備氣瓶已加滿。 14. Quick Closing Valve operating satisfactorily. (Air reservoir to activate same topped up.) 快速關(guān)閉閥的運(yùn)行狀況令人滿意。(啟動(dòng)儲(chǔ)氣瓶已加滿) 15. Fire main isolating valve working properly and can be turned by hand. 消防主隔離閥工作正常,可手動(dòng)轉(zhuǎn)動(dòng)。 16. 15PPM Oil Content monitor, & 3-way V/V where fitted and Oil filtering device working good. (See instructions on how to carry out the test attached below this checklist.) 15PPM 油含量檢測(cè),3通閥和油過(guò)濾裝置工作良好。 17. Sewage system working, no alarms, Dosing Chemical available. Sludge returns visible. (See instructions on how to carry out the test attached below this checklist.) 污水系統(tǒng)工作,沒(méi)有警報(bào),加注化學(xué)品可用,污泥返回可見(jiàn)。 18. Service and settling tanks drained periodically as required. 服務(wù)和沉淀池按要求定期排水。 19. DECK Rounds- Check for defects and detainable deficiencies. (Ch: Eng to advise) 甲板巡檢-檢查缺陷和可滯留缺陷。 20. Fire line tested under pressure, no leak from line or hydrants. 消防管路在壓力下測(cè)試,管路和消防栓沒(méi)有泄露。 21. Hydraulic line checked under pressure no leakages. 液壓管路在壓力下檢查無(wú)泄露。 22. Deck mooring winches tested in working condition no leakage. 甲板系泊絞車在工作狀態(tài)下測(cè)試無(wú)泄露。 23. All hatch covers cleating satisfactory, hydraulic jacks not leaking. Check condition of flexible pipes and connections. 所有艙蓋栓住滿意,液壓千斤頂不泄露。 24. Test the device for emergency open / close of Hatch Covers. Confirm hydraulic connections are compatible to all hatch cover control units. 測(cè)試應(yīng)急開艙裝置,確認(rèn)液壓開艙裝置的快速接頭和所有艙的控制臺(tái)的油管接頭可以完好連接,沒(méi)有漏油發(fā)生。 25. Fire Fighting Systems 消防系統(tǒng) Check that key personnel aware how to use 檢查關(guān)鍵人員知道如何使用 · CO2 system in E/R 機(jī)艙內(nèi)的二氧化碳系統(tǒng) Foam System in E/R 機(jī)艙泡沫滅火系統(tǒng) · Water spray mist system in E/R if fitted 機(jī)艙內(nèi)水噴霧系統(tǒng) · Fixed fire fighting in galley if fitted – Cook and Stwd should be aware 廚房里的固定滅火系統(tǒng)-廚師和服務(wù)生應(yīng)該知道 · Water spray mist system near incinerator / generator if fitted – Junior engineers and Motorman should be aware – especially if they work on the system 焚燒爐和發(fā)電機(jī)附近的噴水霧系統(tǒng)-輪機(jī)員和機(jī)工應(yīng)該知道-特別是如果他們?cè)谙到y(tǒng)上工作的話。 SECTION 2. DOCUMENTATION 第二節(jié).文件 TICK IF OK 1. PMS is up to date with no overdue items. (Required to be updated daily) PMS running hours is up to date for end of last month. PMS 是最新的,沒(méi)有過(guò)期項(xiàng)目。(要求每日更新) PMS 運(yùn)行時(shí)間是最新的到上個(gè)月底。 2. SOLAS e-log- maintenance section is up to date including emergency equipment’s -including Em: Generator, Em: compressor, Fire pump, Lifeboats, OWS, etc. (Required to be updated daily) Drills and tests sections are up to date. Multigas detector 3 monthly test updated. SOLAS e-log 保養(yǎng)維護(hù)部分是最新的,包括應(yīng)急設(shè)備-包括應(yīng)急發(fā)電機(jī),應(yīng)急壓縮機(jī),消防泵,救生艇,油水分離器,等等(要求每日更新) 演習(xí)和測(cè)試部分是最新的。多種氣體探測(cè)儀每三個(gè)月測(cè)試更新。 3. All Deck and Engineer Personnel Hours of Work and Rest in compliance with MLC&STCW requirements. Verified using checklist OF913 WRH. Check that there are no recording errors from the end of month records to the current date. 所有駕駛員和輪機(jī)員的工作和休息時(shí)間符合MLC和STCW的要求。使用檢查表OF913 WRH進(jìn)行驗(yàn)證。檢查從月底記錄到當(dāng)前日期沒(méi)有記錄錯(cuò)誤。 4. MLC - Seafarer agreements for officers and crew are within date and NOT expired. (All seafarers contracts will NOT expire before ETA next discharge port.) Deck logbook entries up to date – also check that lookouts are maintained and recorded from hours of darkness. 甲板日志記錄到最新-也要檢查從天黑開始瞭望人員的安排和記錄。 Engine log book up to date. 機(jī)艙日志記錄到最新 Oil record book up to date 油類記錄簿記錄到最新 Garbage record book up to date 垃圾記錄簿記錄到最新 Ballast Water record book up to date 壓載水記錄簿記錄到最新 Compass Error book records up to date – entries made in logbook or compass error book when unable to take a compass error and reason. Entry must be made for each watch when error cannot be taken. (Ex-Compasses compared. Unable to take compass error due to overcast (or rain/snow) sky. 羅經(jīng)差記錄簿記錄到最新-當(dāng)不能計(jì)算羅經(jīng)差時(shí),要將其原因記錄到甲板日志或羅經(jīng)差記錄簿中。 SECTION 3: TO BE COMPLETED MASTER (2/O MUST DEMONSTRATE BELOW TO MASTER DURING INSPECTION) 第三節(jié):要求船長(zhǎng)完成(二副必須在檢查期間演示以下項(xiàng)目給船長(zhǎng)) TICK IF OK 1. In coastal waters position being cross checked by Radar/Visual at intervals stated in passage plan 在沿海水域的船位由雷達(dá)/視覺(jué)定位在航線計(jì)劃中表明的時(shí)間間隔進(jìn)行交叉檢查。 2. Position plotting method and interval marked on each leg of the passage plan & on ECDIS. Same being carried out. 船位標(biāo)繪方式和間隔要標(biāo)記在航線計(jì)劃和電子海圖的每一段航路上, 并按此進(jìn)行實(shí)際標(biāo)繪。 3. All bridge Navigation equipment’s in good working condition. 所有駕駛臺(tái)航海儀器均處于良好工作狀態(tài)。 4. All GMDSS equipment’s in good condition. 所有GMDSS 設(shè)備狀況良好。 5. VDR Check that there are no alarms 檢查是否沒(méi)有警報(bào) Check proper retro-reflective material on VDR Capsule/ Case. No damage on capsule/ case. 檢查VDR太空艙/箱上有適當(dāng)?shù)姆垂獠牧?,設(shè)備沒(méi)有損壞。 SECTION 4: TO BE COMPLETED BY MASTER (C/E & 1/E SHOULD ASSIST DURING COMPLETING THIS SECTION) 第四節(jié):要求船長(zhǎng)完成(C/E&1/E 應(yīng)協(xié)助完成本節(jié)) TICK IF OK 1. For UMS ships-record in Engine logbook that Engineers call button and dead man alarm (if fitted) weekly test. 對(duì)于UMS 船舶-輪機(jī)員呼叫按鈕和死人警報(bào)(如果安裝)每周測(cè)試記錄到輪機(jī)日志中。 2. Insulation matts must be provided in front and rear of medium power (i.e. 220V and above) electrical switchboards and must be in good order. 中功率(220V及以上)電器配電盤前后要提供絕緣墊,并保證完好。 3. Isolation reading on 440 V & 220/120V switchboard satisfactory. No low isolation alarm. 440V和220/120V配電盤絕緣讀數(shù)滿意。沒(méi)有低絕緣報(bào)警。 4. Self-closing sounding devices to all double bottom tanks must be in good order, tightly closed and not inhibited. Pressure relief device fitted to it checked. 所有雙層底艙的自閉探空裝置必須完好,嚴(yán)密關(guān)閉且不被禁用。已檢查其安裝的減壓裝置。 5. All external doors from engine room properly close d and device fitted to open padlocked door from inside (for safety/security) free to operate. 機(jī)艙的所有外部門正確關(guān)閉,可從內(nèi)部打開掛鎖門(為了安全/治安)的裝置可自由操作。 6. Engineers must demonstrate knowledge and understanding of the chief engineers standing orders, instructions and the standing orders must be signed by all engineers. 輪機(jī)員必須證明對(duì)輪機(jī)長(zhǎng)的常規(guī)命令的知識(shí)和理解,指令和常規(guī)命令必須由所有輪機(jī)員簽署。 7. The tray below Steering Gear mechanism to be clean and dry of oil. The oil collecting pots below hydraulic rams to be removed (if any). Oxygen and Acetylene cylinders must be stored apart, well secured, valve caps should remain on cylinders not connected for use. Flash back arrestors should be fitted at both the cylinders and work station in E/Room work shop. 氧氣和乙炔鋼瓶必須分開存放,固定好,閥門蓋應(yīng)留在未連接使用的鋼瓶上。在機(jī)艙工作車間的鋼瓶和工作站都應(yīng)安裝回火抑制器。 10. Garbage containers to be fitted with appropriate covers, check proper segregation. 垃圾桶要安裝適當(dāng)?shù)纳w子,檢查垃圾正確分類。 11. Freezer compartment alarms checked, indicator lights working well and alarms sounds in galley and where fitted on bridge. 伙食凍庫(kù)間的報(bào)警裝置要檢查測(cè)試,廚房和駕駛臺(tái)的燈光/蜂鳴報(bào)警須工作正常。 TESTING OF OWS & 15PPM OIL CONTENT MONITOR(油水分離器和15ppm報(bào)警測(cè)試). Full functional test of the OWS & 15PPM oil content monitor to be carried out. 抵港前油水分離器所有功能及15ppm 報(bào)警測(cè)試務(wù)必要做。 Ensure sample point is fixed on the vertical section of discharge line. 確認(rèn)取樣點(diǎn)在直立的排出管位置。 Ensure there is not option to feed sample line by clean water during operation (On some old ships it may be original design but is not acceptable now) 確認(rèn)在油水分離器運(yùn)行期間不能把清潔水接到取樣管上(在一些舊船上有的設(shè)計(jì)是可以的,但現(xiàn)在規(guī)定不能接受)。 Fill the OWS with clean sea water. 油水分離器須充滿清潔的海水。 When fully pressurised ensure the safety valve of OWS casing is operational and there is no leak from the oily water separator and associated pipeline / flanges. 當(dāng)油水分離器充滿水后須試驗(yàn)安全伐工作是否正常,同時(shí)檢查各種相關(guān)的管系/法蘭沒(méi)有漏水。 Check the gauges to ensure it works properly. 檢查確認(rèn)壓力表工作正常。 Operate all valves and drain cocks etc and confirm they are working properly. 檢查油水分離器系統(tǒng)所有相關(guān)的閥門 ,確保其開關(guān)正常。 Operate steam valves and confirm valves are operational and there is no steam leakage on the gaskets . 特別是蒸汽閥,須確認(rèn)其工作正常并沒(méi)有蒸汽從法蘭間泄漏。 Remove one section of the pipe on the overboard discharge line. Check the overboard pipe if free from oil. 拆開一段出海管檢查出海管內(nèi)壁應(yīng)無(wú)可見(jiàn)的油污。 During freshwater cleaning of oil content monitor, observe that display shows 0 ppm. 用淡水沖洗15ppm 監(jiān)測(cè)儀時(shí),觀察顯示屏應(yīng)是0 ppm. Activate the 15PPM alarm and check the 3-way valves if fitted is operational and shuts off the water flowing overboard. (Or/and the bilge pump stops automatically) 當(dāng)15ppm 警報(bào)響起時(shí),3 通伐應(yīng)該動(dòng)作關(guān)閉出?;亓鞯轿鬯瘢?或污水泵自動(dòng)停止運(yùn)行)。 If any water is still flowing on overboard line after the 3-way valve has activated, check/repair/replace the solenoid valve, as necessary. 如果3 通伐動(dòng)作后還有水到出海管,那就要馬上檢查修理電磁3通伐或有必要的話換新。 Check and confirm the 2 alarm indicators on the 15PPM monitor activate as required. 檢查確認(rèn)15PPM顯示屏上兩個(gè)報(bào)警顯示工作正常。 Confirm the audible alarm sounds in the engine room. (immediately, without time delay). 確認(rèn)蜂鳴報(bào)警馬上在機(jī)艙能聽(tīng)到(不應(yīng)該有延遲)。 Test the oil sludge sensor and solenoid valves to make sure valves are opening while sludge reach to ceiling and engineers are familiar how to test the sludge sensor. 試驗(yàn)檢測(cè)油份的探頭和電磁伐時(shí),確認(rèn)伐是打開的,所有輪機(jī)員應(yīng)熟悉怎么試驗(yàn)油份檢測(cè)探頭及電磁伐。 Check the digital record in the oil content monitoring device. Make sure engineers are familiar how to obtain the history and compare the digital records with oil record book entries to confirm they are same. 熟悉現(xiàn)場(chǎng)查閱油水分離器的操作記錄,確保所有輪機(jī)員知道怎么查閱油水分離器的歷史操作記錄,并對(duì)比油水記錄簿 ,兩者要絕對(duì)一致。 On some OWS there is one button cell inside of oil content monitoring device, which supplies power for OWS operation records, it is valid for about a period of 2 years. Check your instruction manual if it’s so ensure you always have one spare button cell onboard, and keep it inside the control box. SEWAGE PLANT TEST METHOD Full functional test of the Sewage treatment plant (where fitted) to be carried out. 抵港前糞便處理裝置的各種功能及實(shí)際操作須進(jìn)行。 Check the dosage unit has the appropriate amount of chemicals and the line is clear and not blocked. 檢查確認(rèn)投藥劑量單元有足夠的藥劑,同時(shí)投藥關(guān)系須完好無(wú)堵塞。 Check both the aeration blowers are in good working condition. 檢查試驗(yàn)確認(rèn)兩臺(tái)鼓風(fēng)機(jī)工作良好。 where visible return line is available ensure its clean and return is visible when unit is operational. 在裝了透明塑料返回管的裝置上,確保當(dāng)系統(tǒng)工作時(shí),管子里面可見(jiàn)。 Operate all valves, cocks and confirm they are in good condition and operational. 檢查操作所有系統(tǒng)相關(guān)的閥門,考克等,確認(rèn)都在好的工作狀態(tài)。 Open the sampling /drain cock and ensure the water colour is clean, if water looks dirty pls clean /de-rust /paint the sewage plant inside immediately. 當(dāng)系統(tǒng)運(yùn)行時(shí),經(jīng)常打開取樣/放殘考克,確保泄放出來(lái)的水質(zhì)清潔良好,如果發(fā)現(xiàn)很臟,應(yīng)馬上清潔糞便處理柜,最好除銹并油漆兩度。 EMERGENCY GENERATOR START AND TEST METHOD(應(yīng)急發(fā)電機(jī)啟動(dòng)和測(cè)試方法) Full functional test of the emergency Generator 應(yīng)急發(fā)電機(jī)所有功能測(cè)試。 Start generator by primary starting method. 用第一種方式啟動(dòng)應(yīng)急發(fā)電機(jī)。 Check 440 V earthing device shows infinity. 檢查440伏接地絕緣應(yīng)該是無(wú)窮大。 Check the 220V or 110V panel in emergency generator room and earthing device shows infinity. 應(yīng)急發(fā)電機(jī)間220伏或110伏接地絕緣應(yīng)該在允許范圍,最好無(wú)窮大。 Start generator by secondary starting method. 檢測(cè)用第二種方式啟動(dòng)應(yīng)急發(fā)電機(jī)。 5. Start the generator by simulated starting method. (Simulation of black out without blackout) EDG sequence test (simulation of blackout) carried out, generator started, connected to Emergency Switch Board, Parameters A, V, etc… are in range. 按說(shuō)明書要求用模擬跳電的方式測(cè)試應(yīng)急發(fā)電機(jī)自動(dòng)啟動(dòng)并自動(dòng)合閘,同時(shí)仔細(xì)檢查各參數(shù)是否正常。 6. Where possible to take it on load without affecting the operation of the vessel – take the generator on load and load emergency devices- (Em: fire pump, Em: compressor, Em; Steering etc) Keep the generator running for one hour and note the KW, Temp, Amp, etc and enter in E-log as remark under test of em: generator. 在可能方便的港口或錨地啟動(dòng)應(yīng)急發(fā)電機(jī)并帶負(fù)荷(應(yīng)急消防泵/應(yīng)急空壓機(jī)/舵機(jī)油泵等)運(yùn)行一個(gè)小時(shí),同時(shí)觀察各參數(shù)并在E-log 上記錄一家飯店帶負(fù)荷測(cè)試時(shí)間。 7. Check the level of the fuel in the tank (Required fuel level should be marked on tank near gauge for at least 18 hours continuous run) and if the quick closing valve is operating properly. 檢查油柜油位(至少連續(xù)運(yùn)行18個(gè)小時(shí)的油位須在油柜上油明確標(biāo)識(shí)),測(cè)試油柜速閉閥工作正常。 8. Check the condition of air inlet canvas cowl where fitted to the radiator to ensure no hole, not frayed, cracked, or torn. 檢查確認(rèn)散熱器的帆布風(fēng)管接頭完好無(wú)損。 15.Test the fire flaps and air vents of the emergency d/g and emergency d/g room to see fully opening and closing, dog bolts are in place and fully operational where fitted, rubber gaskets and compression bars are in good condition. 檢查應(yīng)急發(fā)電機(jī)房的防火風(fēng)板及透氣帽等須處于良好工作狀態(tài)。 16.If emergency d/g starting by batteries; check battery conditions, make sure installation dates of batteries were marked and renewed as mentioned frequency on PMS), batteries should be in a box with securable cover for minimizing the explosion hazard (not mandatory but advisable). 如應(yīng)急發(fā)電機(jī)是電瓶啟動(dòng),請(qǐng)檢查電瓶的工作情況,確認(rèn)電瓶的換新日期有明確標(biāo)注,電瓶應(yīng)妥善放置在相應(yīng)的有安全蓋的盒子里,最大程度減少電瓶發(fā)生爆炸的危害(該要求非強(qiáng)制但建議)。 17.
