【HEPA研討會】南洋理工大學(xué)如何推動發(fā)展與創(chuàng)新的全球化中的創(chuàng)新?

HEPA論壇為亞洲大學(xué)的規(guī)劃者和管理者提供了一個分享高等教育實踐,一起互動的網(wǎng)絡(luò)平臺

之前在香港、首爾、北京和新加坡的舉辦過前四個論壇,2016年是HEPA舉行的第五年,吸引了來自整個亞洲、澳大利亞、新西蘭、俄羅斯和美國等200多名參與者。

2016年HEPA論壇在澳大利亞悉尼的紐卡斯爾大學(xué),4月14日至15日舉行,論壇主題是“塑造策略,提供視角”。接下來將陸續(xù)分享演講嘉賓十分鐘精彩的演講內(nèi)容。本期嘉賓:Khin Yong Lam



演講稿

我的演講的主要內(nèi)容主要是關(guān)于推動發(fā)展與創(chuàng)新的全球化中的創(chuàng)新。對于新加坡而言,我們有很多的機會和跨越幾個時區(qū)的國家在商業(yè)方面進行合作。因此我認為對于新加坡,對于其他的國家,比如香港,澳大利亞而言,共同面臨的問題首先是人口老齡化,其次就是城市人口密度收縮,當然,經(jīng)濟的轉(zhuǎn)型也是非常重要的問題。我們有著城市知識資源,也有人力資源中心。因此,新加坡政府將新加坡的大學(xué)視作解決新加坡問題以及促進新加坡進一步發(fā)展的關(guān)鍵角色。

我們在南洋理工大學(xué)所進行的一些工作主要就是確保我們能夠?qū)φぷ饔兴鶐椭?,主要是為我們需要快速發(fā)展的程序招攬更多的公司,并且確保他們能夠進行長期投資。為此我們已經(jīng)組合成了一個整體。這就是我們?yōu)樘岣哐芯坑绊懥?,推動?chuàng)新發(fā)展而在學(xué)校所施行的計劃。我們將南洋理工大學(xué)推向世界舞臺,這是一個協(xié)作性的世界,任何大學(xué)都可以參與其中。因此在我們學(xué)校所施行的計劃—一項與公司合作以推動創(chuàng)新的計劃也是可以在他國試用的。屏幕上的“W”所代表的是為什么學(xué)術(shù)主管人可以組織許多人才與研究戰(zhàn)略?我們始終堅信政府部門,大學(xué)以及公司企業(yè)之間有著密不可分的聯(lián)系,并且其他二者的蓬勃發(fā)展有賴于研究組織的發(fā)展。除了看到這些聯(lián)系之外,我們還需要能夠?qū)⑦@一聯(lián)系進行拓展與深化。在深化拓展經(jīng)濟發(fā)展時我們所遇到的問題就和之前展現(xiàn)給各位看的那樣,人口老齡化等等。這不僅僅只是一個部門應(yīng)該解決的問題,對于社科類學(xué)科而言也是亟待解決的問題。作為一所理工科大學(xué),我們之前向?qū)W生提供機械工程方面的指導(dǎo),后來在前幾年我們又不斷拓展學(xué)科門類,將學(xué)科拓展到了社會科學(xué),自然科學(xué)等等。這是非常重要的舉措,因為我們很多問題的解決之道就是蘊藏其中。在招攬自然學(xué)科方面的人才時我們投資力度還不夠大,因此需要像人力資源部一樣的機構(gòu),基本上我們可以招募來自于全球的教職工以及學(xué)生。我們學(xué)校的國際本科生大約占所有學(xué)生人數(shù)的17%。你也可以看到甚至是在我們招募人才時,我們是從畢業(yè)生以及教授中都會進行挑選的。我們的中心戰(zhàn)略是堅持海外學(xué)院與本地公司之間有著某種聯(lián)系。在我們開始關(guān)注這樣的聯(lián)系之前,我們一直在研究所謂的“企業(yè)、研究與創(chuàng)新”。所以我們現(xiàn)在進行的一個項目事關(guān)接下來五年中的一千九百萬,之前的一個項目則是涉及一千六百萬。政府與研究機構(gòu)為公司提供了咨詢服務(wù),這也是我們需要好好研究的一個方面。對于南洋理工大學(xué)的這一方面我們還是特別滿意的,因為我們在理工中心建設(shè)方面還是屈指可數(shù)的。如果要說為什么我們對這些關(guān)系這么感興趣,一部分原因是經(jīng)濟的發(fā)展可以為新加坡保留更為強大的發(fā)展動力。在新加坡發(fā)展高級制造業(yè),他們就需要切切實實地做好這個行業(yè),他們將我們大學(xué)視作一個發(fā)展的基礎(chǔ)。我想很多大學(xué)在啟動這樣的事情方面還是非常得心應(yīng)手的,但是提到創(chuàng)新就較為遜色了。即便是在我們學(xué)校,這一方面也依然亟待改進,我們?yōu)榇艘呀?jīng)做出了諸多努力。

這張圖表所展示的是我們不僅僅是在做研究,不僅僅是教授和學(xué)生想著發(fā)表好的科學(xué)論文,除此之外我們還在尋找較好地公司。從這些圖你可以看到我們對亞洲以及歐洲的國家的公司進行了大力投資,美國也有一家。在合作這一重要事項方面,我們不僅僅是進行研究,還有其他更為重要的事情。未來可能發(fā)生的一件事情就是寶馬公司將與我們合作,因為我們已經(jīng)被選為與之合作的七所學(xué)校之一。我們在法國也有一個組織,近期在那里開展了一個小型項目,因此我們不僅僅是在國內(nèi)進行發(fā)展,我們也在尋找國外的發(fā)展空間。

深化院校與其他二者的聯(lián)系也是一件非常重要的事情,因為我們的大學(xué)不僅僅是進行項目研究,我們也非常重視學(xué)生教育。因此我們所完成的一件關(guān)鍵事項就是使其他學(xué)校前來參加我們的項目。這樣一來也就可以鼓勵來自我們學(xué)校的教授以及海外的教授對學(xué)生進行悉心照料。學(xué)生可能在本校學(xué)習(xí)兩到三年,然后花一到兩年時間去國外學(xué)習(xí)。過去的兩年中我們已經(jīng)將這個項目開展了起來。這是培養(yǎng)新加坡人才的一種方式。那些來自不同的社會,展現(xiàn)出了自己國家特色的人越多,我們可以學(xué)習(xí)的模式也就越多。因此我們不僅僅和本校的各個部門的教授合作,我們也和全世界的大學(xué)合作。

我們最為成功的一個項目是和歐洲同僚共同進行的,這個項目的發(fā)展有很強的動力而且也是項目有著最為基礎(chǔ)的研究保障,同時也盡力教好學(xué)生。日前我們有50個德國留學(xué)生,這個項目尚未有博士學(xué)位,但是我們還是對這個項目中非常優(yōu)秀的學(xué)生進行追蹤。這個項目最為鮮明的特點就是企業(yè)的參與,我們試著將公司帶入其中。在我演講的最后,我想跟大家分享一下新加坡是如何對世界的創(chuàng)新進程做出自己的貢獻的。屏幕最后一張圖片顯示出的是我們非常擅長于吸收外國學(xué)生。經(jīng)濟的發(fā)展至關(guān)重要,在我們研究項目中的學(xué)生日后是可以到相關(guān)企業(yè)進行工作的。用這個方法我們會接著培養(yǎng)出優(yōu)秀的人才并且吸引公司對新加坡進行投資。


演講原文

My presentation is about driving innovation in globalization of research and development. For Singapore, we have flight zone and we have a lot of opportunities in doing business with countries, so the challenges for Singapore, the challenges for many countries including Australia, Hong KONG, first is the aging population, next is urban density dissolution, and of course economic restructuring is also very important. We have country knowledge resources; we also have human resources capital. So, the governments look at the universities in Singapore as being a key role to help solve these problems and bring us to a higher level. What we have done in NTU is basically how do we make sure that we help the government, in terms of attracting companies to what we need fast process and make sure they will continuously invest in Singapore. And we have a blend as a segment. So, this is basically how we implement the plan in NTU in boosting research impact and innovation. So, what we do is we take NTU to the world, a union world means basically this is a world for any university, so this implementation panned for NTU to cooperate with companies to drive the innovation. So, the first “W” stands for why the academic portfolio always organizing the talent pool and are of course of research strategy and we very much believe that the relationship, which involve government agency, university and company, and of course the outstanding departments who rely on the research organization in the three and this does not just link finally you need to deepening this bound-ship. This how we do. And widening economic portfolio is that many problems that I show you previously like aging populations and so on. It is not just a problem for segment faculty, it is also a problem for humanities social sciences. So, as a technological university we start to offer instruction on engineering science, but recently, during the last few years we have expanded this to social sciences, natural sciences and so on. This is very important because many of these problems are quite need this kind of resolution. Next organizing of talent pool is a mission that we do not invest in natural sciences resources, so we need resources like human capital, basically what we do is to recruit faculties and students from all over the world. Our undergraduate students population about 17%of foreign students. You can see even the recruitment of talents it both in seniors and full professors. Next our central strategy, we believe that very much in relationship between company and overseas institution and university. And before we start this, we always look at the so-called RIE, so the current one is about Singapore 19 million for next 5 years, and the previous is actually 16 million. Research founding and government have offered consultation companies and this is actually what we need to go into and we are well pleased in NTU for we have a well-established confront level which is the largest technological center. You may ask why we are so interested in that, part of this is because the economy development in actually beneficial for assembly engines in Singapore. Because we are doing high level manufacturing in Singapore they need to do it indeed, they have chosen us to be the basis to do it. I think many universities are very good at generating these kind of things, but not so good in innovation. Even in NTU, this is also one of the point need to be improved. And in the last few years we worked very hard to confirm it.

The chart shows that we are not just conducting the research, the professors, the students are busy generating good scientific papers. So we are looking for good companies as engineering on top of that. You can see from these maps that we are devoting manly companies in Asia, Europe and one in US. And in terms of significant collaboration, it covers conducting research and other important things. BMW decided that they want to work with and we are one of the seven in their chosen in the future. We also have French organization, recently we start a small program in there, so we are not just looking into things which are growing in our land, but also in overseas space.

Next deepening of institutional bound-ship is very important, while our university is not just research projects, we also filled with important students. So, one of the key things we have done is some of the universities are joining this program. And that encourages professors from both university of NTU and overseas to ensure that the students are well taken of. This is very important because it helps to attract best students. This is just like students spend two or three years in NTU, one or two years in other colleges. Over the last two years we have joined these programs. This is one way of creating talents in Singapore. These people from their own society which shows their countries’ features, the more citation can be found. Not only do we work with faculties in NTU, we also work across university.

One of our most successful projects is working with an European program. It has mobility and ensure the program has basic research and try the best to teach students. Currently we have 50 German students in NTU. This program has not joined PHD, but we still want to track the best students, and the key feature of this program is the industry component, we try to bring companies in. This the end of my presentation where I am going to show you we get to the world to ensure that we contribute to the world innovation process in Singapore. The last slight is about we are good at recruiting students all around the world. It is very important to contribute to economy, students who are in our projects can work in relating industry. With this we will continue to cultivate talents in the world, as well as companies invest in Singapore. Thank you.
